Utility Billing
In order to connect to the Town’s water and sewer service, you must complete an Application for Water/Sewer Service. Even if you have previously established an account, you must complete another application.
If you are renting (i.e. not the owner of the property) then you are required to pay a $200.00 deposit before services can be connected. Property owners are not required to pay a deposit. However, if you have an outstanding balance from another account, you must settle that account before services can be connected. In order for same-day connection, we must receive all required information and deposits (if any) by 2:00pm, Monday-Friday.
Property owners must provide proof of ownership, such as a deed or closing statement. Renters/Non-property owners must provide a rental or lease agreement. The Property Owner/Landlord must also complete a Homeowner/Tenant Authorization form. This form must be signed by both the Tenant and Property Owner/Landlord. A valid photo ID is required with all applications for water/sewer service.
If you are moving out of the residence or wish to have your water/sewer service turned off, you must complete and return an Authorization to Disconnect form. The Town will not disconnect services over the phone. The Town must have something in writing so that we can verify that the account holder is the one requesting disconnection. If you are a Property Owner/Landlord, it is recommended that you have service disconnected before your tenant(s) move in. Otherwise, the tenant(s) could move in and use water under your account, making you responsible for their water/sewer usage.

Payments
The Town of Norwood accepts debit and credit cards. We also offer automatic draft. You can sign up for automatic draft by completing the authorization form and returning it to the Norwood Town Hall, PO Box 697, 212 South Main Street, Norwood, NC 28128. You can also come in and pay in person, or pay at our drive-thru window.
The Town of Norwood has a drop-box for after hours payments. Please make sure that your utility bill stub, name, account number, and service address are included with your payment to ensure proper credit.
We can now accept payments for your utility bill online or by phone.
You may use your debit or credit card. Please make sure you have your bill on hand when you are paying as you will need your account number. If you have any questions, please feel free to give us a call. Your payment will post to your account the next business day.
There will be a convenience fee charged for online and phone payments.

Your Utility Bill
Utility meters are read around the 10th of each month, and bills are mailed out approximately one week later.
Current amounts are due on or before the 10th of each month, unless the 10th falls on a non-business day. In that case, current amounts will be due the following business day. A late fee of 10% (ten percent) is added to the account at 5 pm on the due date.
If you have a previous amount due, that amount is due on or before the 3rd of each month, unless the 3rd falls on a non-business day. In that case, previous amounts will be due on the following business day. Service disconnection will occur the next reasonable day possible. You must check your bill to see the date on which your previous amount is due.
All payments must be received by 5:00 PM. Any payment received after 5:00 PM will be credited to the next business day, and subject to that day’s penalties, if any. This is especially important if you are paying a previous amount in order to avoid being disconnected for nonpayment.
Your bill is your notice and warning for disconnection of nonpayment. If your payment is not received by 5:00 PM on the date that your previous amount is due, you will be disconnected for nonpayment without further notice. In order to be reconnected, your entire account balance has to be paid in full, plus a $60.00 delinquent fee. This delinquent fee will not be waived. The Town of Norwood will not grant extensions of the due date for previous amounts.
